Meta Andromeda explained: how to design ads when creative is the new targeting

Meta’s Andromeda retrieval engine changed what wins in Ads Manager. Why near-identical ads now compete with each other, and how to build a diverse creative mix on a small business budget.

The short answer

Meta Andromeda is the AI retrieval engine that picks which ads, out of millions, are even considered for each person. Because it matches people to creative, not to the audiences you set, your ads now do most of the targeting. Meta recommends genuinely different creatives, in visuals, message and format, so the system can reach different kinds of buyers.

Key takeaways
  • Andromeda narrows tens of millions of ad candidates to a few thousand for each person, before ranking happens (Meta Engineering, Dec 2024).
  • Ads that look too similar can limit reach and trigger Creative limited or Creative fatigue in Ads Manager.
  • Diversity means different concepts, people, formats and messages, not the same video with new text.
  • Meta has recommended at least 20 diversified ads in Advantage+ shopping campaigns and 20-30% of budget for testing new ads.

What is Meta Andromeda?

Andromeda is the first step in how Meta decides which ad you see. Meta’s ad system works in stages. First, retrieval picks a short list of ads that might be relevant to a person. Then ranking models score that short list and choose the winner of the auction. Andromeda is the retrieval stage.

In plain terms, Meta can now consider far more ads for each person and match them more precisely. Meta says Andromeda narrows tens of millions of candidate ads to a few thousand before ranking. If your ad does not make that short list, it never gets a chance in the auction.

Why is creative the new targeting on Meta?

For years, media buyers controlled who saw an ad through interests, lookalikes and tightly split ad sets. With Advantage+ campaigns and broad audiences, Meta’s AI now decides who sees what. The main signal it has from you is the ad itself: the image or video, the words, the format and the people in it.

So the ad does the targeting. A testimonial from a busy mom reaches different people than a product demo for contractors. A Reel shot on a phone reaches different people than a polished carousel. If all your ads look and sound alike, you are effectively targeting one narrow group.

Diversify your creative, test, and let the system optimize.

What happens when Meta ads look too similar?

Meta warns small businesses directly that when ads look too similar, engagement can drop and sales can follow. Overlapping creative can also limit reach. In Ads Manager, check the Delivery column for two statuses:

  • Creative limited: your ad set has too little variety for the system to find new people.
  • Creative fatigue: people have seen this creative, or very similar ones, too often, and results are slipping.

Meta does not publish how it measures similarity. You will see many blogs quoting exact percentage thresholds. Meta has not confirmed those numbers, so treat them as guesses. The safe rule is that small edits, like a new headline over the same footage, add little.

What counts as real creative diversity?

Think in concepts, not variations. A concept is a different reason to buy, shown in a different way, for a different kind of person.

ChangeAdds real diversity?Example
New headline on the same videoLittleSame clip, new text overlay
New color on the same imageLittleBlue background swapped for green
Different formatYesStatic image, then a Reel, then a carousel
Different person or creatorYesOwner on camera vs. a customer testimonial
Different message or angleYesPrice and speed vs. quality and warranty
Different setting or use caseYesHome kitchen vs. busy restaurant
Different persona and pain pointYes, the mostFirst-time buyer vs. someone replacing a bad vendor

Four angles every small business can use

  • The problem: show the frustration your customer feels before they find you.
  • The proof: a real review, a before-and-after, or a quick look at the work.
  • The process: how it works, what happens after they click, how long it takes.
  • The person: you or your team on camera, explaining why you do it differently.

How many creatives do you need for Meta Andromeda?

There is no official minimum for every account. Meta’s own holiday guidance gave a clear direction, though.

Meta has since renamed Advantage+ shopping campaigns to Advantage+ sales campaigns, but the principle carries over to any campaign type: feed the system enough distinct options, and keep refreshing them.

For a local service business spending a few thousand dollars a month, 20 ads in one campaign is often too many to get data on each. A practical starting point is four to six distinct concepts, each with one or two executions, then adding new concepts every two to four weeks. Volume matters less than real variety.

How do you build a creative testing process for Andromeda?

  1. 1List your customer types. Two to four personas with different needs and objections.
  2. 2Write one angle per persona: the main problem, the main reason to choose you, the main fear.
  3. 3Pick a different format for each angle. Video for demos, static for offers, carousel for options.
  4. 4Produce fast and simple. Phone video, real customers and real job sites usually beat stock footage.
  5. 5Launch in one broad campaign and let Meta distribute spend across the creatives.
  6. 6Review every week. Note which concepts get spend and results, not just which ad won.
  7. 7Brief the next round. Keep winning concepts, retire tired ones, and add one new angle each cycle.

How should you structure Meta campaigns after Andromeda?

The old playbook split budget into many small ad sets, each with its own interest audience and two or three ads. That structure now works against you. Each ad set gets too few conversions to learn, and the ads inside it are often too similar.

Old approachApproach that fits Andromeda
Many ad sets split by interestOne or two broad campaigns per goal
Two or three ads per ad setSeveral distinct concepts in one ad set
Targeting does the segmentingCreative does the segmenting
Test audiences against each otherTest concepts against each other
Refresh ads when results crashAdd new concepts on a fixed schedule

Keep separate campaigns only where the goal or economics really differ, such as a lead campaign and a retargeting offer, or two services with very different prices.

What are common creative mistakes on Meta?

  • Uploading ten resized versions of the same image and calling it a test.
  • Using only polished brand ads, with no real people, real jobs or real customers.
  • Turning off a new concept after two days because it did not win right away.
  • Writing every ad for the same buyer, when your customers have different reasons to buy.

Should you use Meta’s AI creative tools?

Advantage+ creative can animate a static image, generate new backgrounds, expand an image to fit other placements and write text variations. Meta reports that advertisers using its image generation features saw an 11% higher click-through rate and a 7.6% higher conversion rate than campaigns without them.

These are Meta’s own averages, so test them on your account. AI tools are good at filling format gaps and producing variations. They do not replace new concepts. A new background on the same idea is still the same idea.

What still matters besides creative?

Creative gets you into the auction. What happens after the click still decides whether you make money.

  • Clean conversion data. Send leads and purchases through both the Pixel and the Conversions API.
  • A landing page that matches the ad. If the ad promises a same-day quote, the page should too.
  • Fewer, broader campaigns, so each one gets enough conversions to learn.
  • Patience. Big daily edits reset learning and make results harder to read.

Frequently asked questions

It is the AI system that picks a short list of possibly relevant ads for each person, out of tens of millions, before Meta’s ranking models choose which one to show. It launched in late 2024 and powers Advantage+ campaigns.

Not fully, but it matters much less. With broad and Advantage+ audiences, Meta uses your creative and conversion data to find buyers. Location, age limits and exclusions still apply where needed.

Different enough that a person would describe them differently: a new person, format, setting or message. Meta has not published an exact similarity threshold, so ignore blogs that claim a precise percentage.

Meta recommends launching new ads regularly, even weekly for larger accounts. Small budgets can add one or two new concepts every two to four weeks and still keep the account fresh.

It means your ads overlap too much, so the system has few distinct options to reach new people. Add creatives with different concepts, formats or people to fix it.
