How many ad creatives do you need on Meta? A budget-based answer for the Andromeda era

Meta’s Andromeda system changed what “enough creative” means. Here is how many ads to run per ad set, how many new concepts to test each month, and how to size both to your budget.

The short answer

Most small businesses do well with 3 to 6 genuinely different creatives per ad set, refreshed with 2 to 4 new concepts a month. The right number depends on budget: each ad needs enough spend to show a result. Since Andromeda, variety of message and format matters far more than the raw count of ads.

Key takeaways
  • Andromeda narrows tens of millions of candidate ads down to a few thousand for each person, so your creative is now a big part of your targeting (Meta Engineering, 2024).
  • Near-identical ads, like the same video with a new headline color, behave like one ad. Count concepts, not files.
  • Size your creative volume to your budget: a concept that gets almost no spend teaches you nothing.
  • A simple steady rhythm, a few new concepts every month and retiring clear losers, beats launching 30 ads at once.

How many ads should I have in one Meta ad set?

For a small or mid-size budget, start with 3 to 6 ads per ad set, and make each one truly different. Larger accounts that spend thousands a day can support 10 or more. There is no magic number from Meta. The real limit is how much budget each ad gets.

Older Meta Help Center guidance suggested around six ads per ad set, because extra ads added little benefit and spread delivery thin. The page has since shifted toward asking for diverse creative instead of a fixed count. The logic still holds: every ad you add takes a share of the same budget.

Monthly Meta budgetAds per ad setNew concepts per month
Under $1,5002 to 41 to 2
$1,500 to $5,0003 to 62 to 4
$5,000 to $20,0005 to 104 to 8
$20,000 and up8 to 15+8+

These ranges are a practical starting point we use, not an official Meta rule. Adjust them to your cost per result, which the next sections explain.

What changed with Meta Andromeda?

Andromeda is the system Meta uses for ad retrieval. Before the auction even starts, it picks which ads are worth considering for a specific person. Meta described it publicly in December 2024.

Meta reported that Andromeda improved recall by 6% and ads quality by 8% on selected segments at launch. In its Q3 2025 earnings call, Meta said it improved Andromeda further by combining retrieval and early-stage ranking into one model.

Why this makes creative your targeting

With broad audiences and Advantage+ campaigns, you no longer tell Meta exactly who to reach. The system reads your ad, learns who responds to it, and finds more people like them. A video that talks to busy parents will find busy parents. An ad about saving money will find price shoppers. Each distinct message opens a different pocket of buyers.

That is why ten tiny variations of one ad do little. To the system they look like the same idea. Three ads with three different angles give it three real chances to find customers.

Does the number of creatives matter, or the variety?

Variety matters more. A useful test: if you described two ads out loud, would they sound like the same ad? If yes, they are one concept. Count your concepts, not your files.

ChangeCounts as a new concept?
New headline color or fontNo
Same video, different first frame textUsually no
New hook that speaks to a different problemYes
Different format: talking head vs static vs carouselYes
Different persona, for example owner vs office managerYes
Customer testimonial vs product demoYes

Four ways to make ads truly different

  • Angle: the reason to buy. Save time, save money, avoid a risk, look good, feel safe.
  • Persona: who it speaks to. A homeowner, a property manager, a first-time buyer.
  • Format: short vertical video, static image, carousel, UGC-style clip, founder on camera.
  • Proof: reviews, before and after, a demo, a guarantee, a number from your own business.

How many creatives can my budget actually support?

Every ad needs enough spend to show you something. A simple rule of thumb: give each new concept at least 2 to 3 times your target cost per result before you judge it. If your target cost per lead is $50, that is $100 to $150 per concept.

  1. 1Find your weekly Meta budget. Example: $3,000 a month is about $700 a week.
  2. 2Set aside around 20% to 30% for testing new concepts. Here, about $150 to $200 a week.
  3. 3Divide by 2 to 3 times your target cost per result. At a $50 cost per lead, that funds one or two new concepts a week.
  4. 4Run the rest of the budget on your proven ads.
  5. 5Repeat monthly. That is 4 to 8 tested concepts a month at this budget, which is plenty.

If you load 20 ads into a small ad set, Meta will push most of the spend to two or three of them anyway. The rest get a few dollars each, which tells you nothing. A January 2026 AdExchanger column made the same point: when creative supply far outweighs budget, learning slows and delivery fragments.

Mind the learning phase

Meta says an ad set generally needs about 50 optimization events in 7 days to leave the learning phase. Adding new ads can restart learning, and splitting a small budget across many ad sets makes 50 events harder to reach. That is one more reason small accounts should keep fewer ad sets and add creatives on a steady schedule.

How should I structure creative testing on Meta?

Keep it simple. For most small businesses, two parts are enough.

PartWhat goes in itBudget share
Main campaignOne broad ad set with your 3 to 6 best concepts70% to 80%
TestingNew concepts, 2 to 4 at a time, same audience and goal20% to 30%
  1. 1Write one sentence for each new concept: who it is for and why they should buy.
  2. 2Make the ad. Keep the offer and landing page the same so you only test the creative.
  3. 3Launch new concepts together, not one at a time every day.
  4. 4Wait until each has spent 2 to 3 times your target cost per result.
  5. 5Move clear winners into the main campaign. Turn off clear losers.
  6. 6Write down what you learned. The pattern across concepts is the real asset.

How often should I refresh Meta ad creatives?

Refresh based on data, not the calendar. Signs a creative is tiring: frequency climbing, cost per result rising for a week or more, and click-through rate dropping while nothing else changed. Small local audiences tire faster than national ones.

  • Small budgets: add 1 to 2 new concepts a month.
  • Mid budgets: add 2 to 4 new concepts a month.
  • Larger budgets: weekly creative drops are normal.
  • Seasonal businesses: prepare new concepts before your peak, for example before Black Friday or spring home service season.

Can AI tools make enough creatives for me?

They help with volume, but not with ideas. Meta’s Advantage+ creative tools can generate backgrounds, image variations, animation and music. Meta said that in one month, more than a million advertisers used its generative AI tools to create over 15 million ads.

Use AI to produce variations and new formats of a strong idea. The idea itself, the angle, the persona, the proof, should come from your customers: sales call notes, reviews, common questions. That is what makes one ad different from the next in a way the system can use.

Common mistakes with creative volume

  • Uploading 20 near-identical ads and calling it testing.
  • Spreading a $2,000 monthly budget across five ad sets.
  • Killing a new concept after $10 of spend.
  • Changing the offer, landing page and creative at the same time, so you cannot tell what worked.
  • Never retiring old ads, so new ones never get a fair share of spend.

Frequently asked questions

Meta does not publish a fixed number today. Its guidance focuses on diverse creative and warns that running too many ads at once means each delivers less often. For most small budgets, 3 to 6 distinct ads per ad set works well.

Better to have more different concepts, not more copies. Each ad needs enough spend to learn, so match the number of ads to your budget and add new concepts on a steady schedule.

Andromeda is Meta’s ad retrieval system. It narrows tens of millions of candidate ads to a few thousand for each person before ranking. It rewards a mix of distinct creatives because each one can reach a different group of buyers.

A common rule of thumb is 2 to 3 times your target cost per result before deciding. At a $40 target cost per lead, that is about $80 to $120 per concept.

Small accounts can add 1 to 2 new concepts a month, mid-size accounts 2 to 4. Refresh sooner if frequency rises and cost per result climbs for a week or more.
